Kosciuszko Wild Horse Heritage Repeal Bill 2025

16 October 2025

Mr NATHAN HAGARTY (Leppington) (13:54): I speak in support of the Kosciuszko Wild Horse Heritage Repeal Bill 2025 and thank the good member for Wagga Wagga for bringing this bill forward. It corrects a legislative mistake. I was not here at the time, but it is fair to say that the Act was a big mistake. Before-and‑after photographic evidence shows the impacts of brumbies on this incredibly important ecosystem which has flora and fauna found nowhere else on Earth. The southern Corroboree frog, the mountain pygmy possum, the broad‑toothed rat and my personal favourite, the gang-gang Cockatoo, are just a handful of animals we have in that beautiful part of our State.

More than a million people visit the area every year. I have taken my family to this gorgeous part of the world, and I want to preserve it for generations to come so that my children can take their children and their grandchildren to this area. Members have heard plenty of arguments for repealing this legislative mistake, so I will not go on for too long. However, I want to respond to comments made by the member for Dubbo who talked about the need to balance change with heritage and the history of the brumby. Many of us have a soft spot for the brumby and its place in Australian history. However, I make this point: We have not watered down livestock theft laws because we have an attachment toWaltzing Matilda. Therefore, I do not think that we should just let brumbies roam free over this beautiful part of our State. Unusually for me, I have kept it brief. I commend the bill to the House. Let's get on with it.
